Terms of Reference

The Hong Kong Port Development Council advises the Chief Executive, through the Secretary for Transport and Housing, on all aspects of port planning and development and will specifically :-

  • assess Hong Kong's port development needs taking account of changing demand for port facilities, productivity and performance; and promote the competitiveness of Hong Kong relative to major regional ports;


  • coordinate the involvement of government and private sector agencies in the planning and development of the port services;


  • provide a forum for consulting parties involving in, or affected by, Hong Kong's port;


  • conduct publicity campaigns to publicise and promote the Hong Kong port;


  • devise and recommend optimum planning and disposal strategies for port facilities;


  • form specialist sub-groups as it deems necessary; and


  • undertake any other tasks relevant to the above as may be referred to it by the Government.
